At least 99% are not licensed/illegal. I don't know how it's gotten away with, I guess they are all or mostly made in China where bootlegging is legal and the retailers of them aren't making enough money for companies to lift a finger, not sure. I think there are some now that are or might be legal though, where you actually hook it into a PC and program the games in yourself, though I'm not sure if the product comes with a bunch to select from from a disc or if they expect you to get the dumps yourself. I haven't really looked into it. I think most of them are worthless shit although the ~150-in-1 NG carts and X-in-1 CPS1 bootlegs are a tad intriguing since they have some rarish bootlegs that otherwise aren't available.
