1. Install Vmware or VirtualBox or VirtualPC and install Windows XP Pro x64 Edition (you can install Vista/7 x64 if your system is powerful enough and has lots of RAM - 3GB RAM are the minimum amount that you should set in your virtual machine when you try to install Vista/7 x64 - 1.5GB RAM is the minimum for WinXP x64). VMware is the best of the 3, especially when you do programming stuff, like compiling sources.
2. Download the 64bit compiling tools by mamedev.org
3. Download MAME 0.140 source and MAMEUIFX 0.140 source (unpack them in the same folder - MAMEUIFX source should overwrite some files of MAME source)
