Does the PC itself boot up at all (e.g. with a normal PC monitor, keyboard etc)? If it doesn't even turn on, it could simply be that the power supply has burnt out or blown its fuse. Although, if it's a really old PC like a Pentium 3, it will definitely be better to put in a new system, MAME has also come a long way since the early 2000s.
