PC fighter -> Arcade fighter

Hi everyone, I wasn't for sure to post in here or the ultimarc section because I'm using jpac, but since everything else is jumble of potential problems I figured I'd post here. So I'm trying to get one (or more if it ends up working) of my PC fighting games working as an arcade game. The game in question is Ougon Musou Kyoku. I picked up a computer pretty cheap so I could put that in the cab and not my base tower. From what I can tell all its missing is a graphics card and it'll be able to play the game fine. I think I figured out a way to combine the jpac keyboard entry with a joypad emulator (as in it makes games recognize certain keys as coming from a virtual joypad rather than keyboard, so I can actually play 2 player (vjoy).

So with that I should be able to play the game with arcade controls, but that doesn't do a whole lot of good if I can't see or hear what's happening. I'm not worried about the hearing too much because worst case I pick up a pair of speakers and put them where the original cab speakers are (and get stereo that way), or I could mess with the wiring, ether way that's not too hard. The problem is with the video. I'm not for sure what I'd need to do to make it work on an arcade monitor. To my knowledge all I should have to do is lower the refresh rate to match the arcade monitor, right? Is that all there is? With that I should have visuals, sound, and of course, a game that I can control.

So, in short form: to get an arcade monitor to display video from a computer, is all you have to do is lower the computer's refresh rate?
