It's a PC running a Flash program. One of the versions of the program is dumped thanks to someone from the klov forums. I think the only thing stopping it from mame support is having it being old enough and emulating the whole system meaning the OS behind it at least. I don't see anything blocking it from official mame support in the long run though aside from complete dumping. It's rare and the flash bits only isn't a complete dump. A complete hard drive image and motherboard bios/info/video card bios dump are the only way for it to be "complete" though it can run on less. As for running it on your PC I think probably the flash rip and a double click, maybe a side program that maps inputs.
