New build is acting insane. Resolution will not fit properly

I am in need of assistance with my new Mame build.

As the picture below show I can get it somewhat working.

My problem lies in how the screen is getting rendered when I permanently switch XP to portrait mode. My LCD monitor is mounted sideways. I would like to be able to keep the OS in portrait mode for ease of use and to actually use the cabinet to browse the net for collections etc. Currently the only way I can get the games to scale to my liking is keeping the OS in it's native landscape mode. Once I tell the NVidia control panel to rotate the display the OS operates fine BUT Mame refuses to follow. The games show in the proper rotated orientation as commanded but they are distorted or grossly hanging off the edge of the screen. No amount of slider adjustment can fix it.

Typically I will see the mame console completely off of the left side of the screen. It is almost as though mame is trying to render the 640 x 480 res on the portrait oriented screen. The reason I say this is because the height of the rendered screen almost appears the same as the width of the actual screen. I hope what I am saying does not sound like a lot of gibberish. I am having a hard time trying to describe the effect.

I have tried many flavors of mame with the same result. I have tried using powerstrip to make my native portrait mode resolution 480x640 but mame still does not like it.

I have played around with every checkbox and option I can find in the MameGUI with no results.

Any ideas. What a great Christams treat it would be if I could get this problem knocked out.

By the way using old NVidia AGP GeForce MX400 video card.
