It sounds like it might work but the term "CGA" is misleading and confusing in this case, the CGA RGB interface used digital TTL level signals that aren't compatible with analog RGB as used on arcade boards and arcade monitors.
It is not clear from the blurb exactly what type of RGB signal the thing emits (and of course your arcade monitor will have no use for the S-video or crappy composite outputs).
You'd have to ask them if it does 15Khz analog RGB.
I don't understand why you'd want to use this type of converter with an ArcadeVGA card.
