An IPAC-4 will handle all the stick and button inputs with no problem (it supports one joystick + 8 buttons per player, plus coin and start per player.)
The IPAC-4 does not support optical/rotary controls like trackballs or spinners, so you'll need a separate interface for any optical devices.
The newer IPAC 2-player boards do support optical devices, but you would need two of those boards to handle the number of inputs you're shooting for.
A USB trackball or spinner would be a fine option.
