yeah, the difference was Gaelco used it with an external data rom and there were weak functions in the internal rom (not checking string bounds etc.) that allowed Charles to get code running on it.
the Toaplan games took much longer because they don't use any external ROM at all so there was no way to try and exploit them, in the end it took the decapping.
