The first thing to do is to go to the DELL support site and enter your service tag code. It should be on a sticker on the PC somewhere...
If you don't have the service tag, you can get it by going to Start and typing cmd into the search box then launching cmd.exe
Then inside the command window, type this and hit enter...
wmic csproduct get vendor,name,identifyingnumber

...this will take you to a page where you can find all the DELL software for your PC. I'm not sure exactly what you'll see but you want to look for something called "Intel Chipset Driver" or something similar under "Drivers & Downloads". Download the newest version and install it.
I would also make sure you have the latest BIOS update available but if you don't feel comfortable with that, skip it for now.
To do the windows updates and get .NET runtimes...
Click on the start button and type windows update into the search box then click on the windows update link in the results.
Click on "check for updates" and make sure that all the important/critical updates are installed.
You might need to come in here and check for updates, install updates, reboot, and check again until it comes up saying "no important updates available".
If you click on the "Optional Updates", you should see the .NET runtimes listed. You can select and install them from here.
