I used NuSphere phpED, but I don't remember if the version I used was "free". They have a free version, but I'm unsure if I tested a slightly warezed version or not. It has a few odd things, but you can integrate a debugger in it, and debugging php is *fun* (as oppossed to not debugging it and try to discover where the bug relies by reading the source for the nth time).
