"Looking for Help and Exp With .LAY files

Hello, IM looking for someone on here who is experienced with compiling a .LAY FILE for Bezels and Marquees. I downloaded over 1,500 MARQUEES and I want to start a project to be able to use them. I just don't want them sitting in a marquee folder in my MAME Artwork folder. The marquees I have are all.PNG files and I know are readable by MAME. I have downloaded these .LAY Files that others have shared they include bezel artwork and marquees but I want to learn how to do all this myself. If you need Microsoft Word well I have that or Notepad.

If someone could explain all the basic stuff. Like first what program do I use to create such a .LAY file. Also can you just include just a simple MARQUEE without a bezel into existing games artwork so you can see the MARQUEE Only or is the bezel .zip also needed ? I heard you need to adjust the MAME'S .INI file how do you do that? I use MAME 0.143u9 or MAME 0.146 I have a MARQUEES INI File. It says folder settings ROOT FOLDER Icon Cust1 Sub Folder Icon Cust2 Does anyone know what that means? Does that mean I have to rename the folder ?to cust1 and the sub folder to cust2 ?

Also included is a Marquees .DAT file not quite sure what to do with that. And also I have a Marquee txt document that of course tells me where to place the marquees at in a marquees file folder or to .zip them ALL into the marquees file folder in the artwork folder. My goal here is to INCLUDE them and be able to use them and see them while im playing MAME.
