Dust in the PC problem.

Every time I open up my computer, it's always full of dust. The CPU temp slowly creeps up until it gets close to 85 degrees Celsius or so and then I have to remove and clean the heatsink, which is about once a year. Is there such a thing as a liquid cooling system that allows you to get rid of all your fans? A fanless system would be pretty quiet too I guess, unless the liquid cooling thing sounds like a refrigerator.
