Pretty sure all the (offline) games I've bought on Steam work fine without a connection so long as you've selected the appropriate settings in your account screen.
I use a wirless USB adapter which I share between 2 PC's and frequently play Steam stuff offline. Could just be that he hasn't set his account up properly.
