I have to unplug and replug my X-Arcade serial cable every time I shut down my PC.

If I turn my computer in my arcade off before I turn it back on I need to unplug the serial plug from the back of the x-arcade, switch the arcade to mode 1 and then switch it back again. If I don't unplug and plug I can't get the light to blink when i attempt to switch to mode one. After I unplug and plug the serial cable from the back of the X-arcade I can switch to mode one and back to mode three and everything works . . . until i turn my pc off again. This just started three weeks ago. I have tried the x-arcade with two different computers and 2 different ps2 keyboards. the problem is identical with any hardware combo I use. The problem seems to be the x-arcade itself. it is 1st generation ps2 only.

Anybody know can I fix this?
