99% it's your video card driver... it's too new. 32-bit OS's such as Windows 2000 or Windows XP and GeForce cards using latest Geforce drivers have this issue with MAME (or rather, have an issue which caused blue screen/reboots). You'll need to find an older driver from 2011 or earlier if possible in order for things to work well once again.
