In case others are skeptical, a bit more to show this did happen and is not something from http://www.theonion.com/ or satire from the Borowitz Report.

Quebec is offering to help Houston in the wake of Hurricane Harvey and is at the ready for when officials there say they need it, says Minister of International Relations Christine St-Pierre.

St-Pierre says she spoke with Texas Secretary of State Rolando Pablos Tuesday early afternoon, offering to send equipment and crews to help restore power and to provide blankets, beds, pillows and hygienic products.

Above all, St-Pierre said she called to voice Quebec's concern for Texans caught up in the disaster.

Pablos declined the aid for now, instead asking for "prayers from the people of Quebec," the minister said. "He was very touched by the fact we called him."

On my father's side of family tree, his mother probably would have sent donation money to one of the fraudulent churches (*J. Osteen....yeah pointing at you*) thinking the money sent would be redirected to hurricane Harvey victims. The Texas Secretary of State Rolando Pablos needs to get tossed out by the Texas voters in his district. I am sure he is doing this as a way to also say no to Mexico and Cuba so as not to get yelled at by the baby toddler-in-Chief of the Oval Office. I know if a region within California was affected by some disaster, CA governor Jerry Brown would give top-down order to all CA agencies of take any external county's offering assistance and the hell with the toddler in the Whitehouse.

>If someone had written this stuff in a book, everyone would say it's a terrible story

Some cross their fingers that maybe some unbelieveable news event or article in US is maybe satire from Onion or Borowitz Report only to sadly realize it is true. I am certain Mel Brooks or Carl Reiner (both still around) thinking 'maybe this might be funny if only it were in a movie or tv show' and seeing this being a reality nightmare being unleashed on US and indirectly on the planet as well and both probably thinking 'no way can I make comedy material from this'.
