If by "raw" you mean bypassing your video card drivers and OS, no.

MAME can use any resolution and refresh rate that your video card drivers make available to the OS.

If you can't go past 60Hz in your video card drivers control panel you can try something like this:

If you have an Nvidia card you can try EVGA's PrecisionX utility, there's a pixel-something (pixel clock? IDK) slider in there somewhere.
