Not sure where you found that information, but, even though I don't have that steering wheel, I think you may be incorrect. I have an older Logitech G25 that works perfectly fine for Cruis'n USA in MAME. You just need to follow the directions that Classic80sGMR gave as it will require controller customization.
"In Mame press Tab while in the game. Choose Analog controls."
You will need to go through each control setting and set appropriately (i.e. paddle analog map to steering wheel, pedal 1 analog map to proper pedal, etc.)
Once you complete that, you may need to calibrate the controls - you do that by pressing F2 during the title screen.
