Returning to mame after many years. A little advice?

Hello everyone, so i first built my arcade mame cab back in 2003, had fun with it then gave it to a friend as i moved house.
Now id like to build another.
Its been so long i dont know where to begin- my question is this:
what is the definitive way to connect a pc to arcade cab at present? I still have my old J-pac but my computers now are much much more advanced. (I have a graphics card with t.v. out)
I previously used advmame (advancemame) and advance os to tweak my output hz on my trident graphics card. What do you all use now?
so is there an up to date guide or website anyone could point me to to get the ball rolling?

Regarding monitors, you need to know what your cab's monitor will be. If it's 15KHz an ArcadeVGA would be good if you can find one since TV-Out won't do a whole lot of good on an RGB monitor.
