MEGA CD JP doesn´t power up?

Recently I´ve got a MEGA-CD Japanese with a guy on ebay, unfortunately it does not turn,
already tested the power supply, megadrive console and the fuse and everything looks OK!
Really the equipment is very new on the outside and inside, has no electric discharge evidence or burnt components!
Even the internal flats removed and cleaned but nothing work.
The person told me that only the Cd lens was in trouble.
What could it be? Or is he really dead?

What are you plugging the transformer/s into? Do you need to convert the voltage?
OR
Assuming you're using them: What about the AV cables? I'm aware that the Red, White, and Yellow have to go to different (colors) when hooked up to a TV that is (either) NTSC or PAL... *not real sure about that though* 
As for whether it's dead or not... I'd think there are a few other ways you could tell if it's getting power or not. Power Light, sound of the CD spinning.... I'm guessing you didn't notice either of those things.

Well no signal of light on the unit, no power on it, no lights, no cd spinner, nothing...
I´ve tested with 2 megadrive units on diferent TVs and I´m sure the problem isnt the AV cable because the megadrive work as well.

There's a fuse on the inside of the M-CD on the power board, likely that.

Although, 'looks' doesn't always = 'works'. If it can be removed then it should be tested/checked with a voltmeter or something.

The fuse near of the power plug is ok! I have tested it with a multimeter.

Just a note... I recall the Adapters for the base unit and the CD system being interchangeable... e.g. the same voltage, polarity, etc.
I don't know if that's the case for the JP version - but I'd assume it would be.

It´s ok! Uses the same from megadrive, I have 2 PS units...

Well I´m not good on testing electronic devices but maybe I can put out the power board and see if exists any damage on components on the other side of the pcb.
Maybe an old soldering issue, capacitor or diode with problems...

Well update for the day!
I´ve removed the powerboard, cleaned some components with isopropilic alcohol and now some times when I turn the power ON the ACCESS led flash in 1 sec but the system doesn´t comes UP!
Any idea?

Any video or pics? If you have an access light flash but no power LED, you are not getting the Mega-CD any power. Use a continuity meter (on your multimeter) and test the fuse on the power board. If your PSU works but not MCD, either that or nearby components. It's near the DC jack and is labelled F1 or something like it. Else, have a look on google images for SMD fuses and you'll see what they're like

The continnuum test on the fuse is ok ! Some times the access led flashes but the system doesnt power up
No screen or pics the screen on Tv is black!
