Windows/PC/MAMEWah/USB Question

I've had my machine for years but still consider myself a noob . My question concerns multiple USB inputs for my game. Occasionally the USB inputs will change their number causing me to input controls again in MAMEWah. I'm trying to figure out if each USB can be assigned a permanent number so this won't happen.

Actually I think I figured out the issue while writing this. Could all the the assignments change if I unplug/plug in a new USB controller? I have a USB game pad that I use on the arcade and also another PC. If switching this is the issue I have no problem with purchasing another.
