Hi , i have a computer running xp with service pack 3 an intel core 2 duo 2.4 ghz ,ram 2 gb ddr3 , nvidia geforce 7600 gt. I have tried to get the latest versions of Mame to run , but it seems to crash every time. I have the latest video driver installed. Could it be the video card as it is quite old? incompatibility issue?

Yes, MAME is known to crash with D3D9-generation Nvidia cards under XP. I believe downgrading to an older Nvidia driver should fix it, as should upgrading to a 64-bit OS.

Yep, Windows has a habit of adding video drivers to its automatic updates when it finds that your drivers aren't the latest and (not-so-) greatest. I had to drop back to the 2009 driver for my nForce 630a (GeForce 7025) chipset or else it would bluescreen as soon as MAME loaded.
