Not gutted or even beheaded. They just take a fish seemingly right out of the water, dip it in batter and fry it. The Korean server lady brought them to the table and went by us one by one saying "fishy?" to see if we wanted one. They were part of the free appetizer table items. You just had to eat around the bones and head and tail. Pretty ridiculous to not even chop off the head but that's how Korea rolls.
