Since MAME is not just arcade, there isn't a way to determine strictly arcade changes. You have to read the whatsnew and make your own determinations. I run into the same thing as I only focus on arcade and handheld changes. I don't use MAME for console, computer and fruit games.
What you can do is download Arcade64 and read that whatsnew document to see if that makes it easier. I don't use Arcade64 so I can't help with that either.
