just to check, is the noise coming from the actual monitor itself, or through the audio speakers?

little test: when u are in the frontend can u load the 'paint' program in windows and make (using paint fill feature or whatever) an all black screen image and see if the noise goes away? try an all white image also and see if there is a difference in noise...

otherwise, if this has no effect, perhaps try using 640x480 resolution instead of 800x600 (if windows doesnt let u choose 640x480, use this program below to set your desktop to 640x480):
