Personally, I'd go with a small-ish SSD as the boot drive to hold the OS and the emulators. Whatever's cheap. Then pair it with a quiet, low power, 5400RPM 1TB Western Digital "Green" drive for storing ROMs.
I'm all about the quiet and low power consumption.
I'm not a huge fan of Asrock motherboards. I know a lot of people like them though.

Definitely get a "normal" case, not a "test rig". PS components cool much better in a case because you can control the air flow through the case with the placement and orientation of the fans.
