I have a Sempron 140 (2.7GHz) single core as my MAME system (not in a cabinet however), which is just fast enough to run Tekken 2 at full speed with current MAME. Anything later than that game hardware-wise is out of the question, unless you want to listen to the game stutter constantly (e.g. Tekken 3/Tag, which have a faster CPU to emulate and use 3D backgrounds instead of flat "square" arenas). If you are talking dual-core CPUs (or better) and/or 64-bit OS, it should open up even more games. My machine only runs 32-bit XP however and the board's BIOS doesn't support unlocking the second core - otherwise it would be an Athlon II X2 4400e according to here.
