Try running either ddraw or gdl. Edit mame.ini line where it says: "video". It be default will show "d3d" or "auto". Change this to either "ddraw" or "gdl" and save your file. Alternatively, you can launch the emulator with the command-line switch:
Example: mame pacman -video ddraw
One of those two should surely work if d3d does not anymore.
