Sounds like corrupt firmware to me, but I guess it could be some sort of incompatibility with USB 3.0 as well. If you can find an older PC without USB 3.0 try plugging it in and see if the same thing happens. I don't know if those things have firmware upgrades but if they do, maybe you can update it on the older PC, if it decides to work there.

btw plugging it in to a USB 2.0 port on a PC with USB 3.0 ports won't make any difference as it's the same controller that governs the USB 2.0 ports.

Does it have a passthrough for a regular keyboard? If it does, plug in a keyboard, maybe Windows will pick up the keyboards hardware ID.
