Connecting the 4th joystick causes numbering to shift in Mame

Is it possible to manually assign 4 or more joysticks in mame’s default CFG file or somewhere else?
I cannot have them shifting at random. I am introducing the sticks to windows in order and windows is numbering them correctly but for some reason the 4th joystick always causes the numbering to get fouled up in Mame.
I am using windows 10 latest version Latest version of Mame. GroovygameGear 49 way GP-Wiz49 interface.

Starting with a clean slate, no joysticks installed in windows. Note: Mame will not recognize devices that are attached after Mame has been started.
Connect joystick 1 Windows Assigns it GPWiz49 Launch Mame Mame sees it as Joystick 1 Exit Connect Joystick 2 Windows assigns it GPWiz49 2 Launch Mame Mame sees it as Joystick 2 (all good so far) Exit Connect Joystick 3 Windows assigns it GPWiz49 3 Launch Mame Mame sees it as Joystick 3 (perfect) Exit Connect Joystick 4 Windows assigns it GPWiz49 4 Launch Mame Mame sees Joystick 4 as Joystick 1 Joystick 1 as Joystick 3 Joystick 2 as Joystick 4 (its all FUBAR!)
Exit Remove joystick 4 from windows and pull the USB cord out. Start Mame, Joysticks 1,2,3 are assigned correctly again. Connect JS4 again.
Mame has jumbled the numbering again but the sequence is different.
Eventually repeating this process again results in all four joysticks assigned correctly.
This appears to stick. However if one of the joysticks is disconnected and reconnected, it will be fouled up all over again, even without Mame being started.
