It was changed after the fact that the previous name spelled out as an acronym for "OIL".

Are you absolutely sure about that? If that's true then civilian neighborhoods got blown up real good too. And none of the hijackers were from Iraq! That means the weapons were raining down upon the wrong places to begin with. So much for accuracy.
As much as I support the troops it's possible for them to be placed in the wrong places due to bad intelligence. Or, in this case, by an administration overseen at the time by a man who claimed to receive his orders from "god".
In the meantime the United States gets denounced as "The Great Satan" some more. People pushed to the brink want to join the cause to protect their country and the process begins anew.
There are better ways to bring justice. This wasn't one of them.
