Tried the mame.ini in your zip file
Tried renaming your .ini to mame64.ini.
Tried using the command line mame -cc to generate my own .ini

Tried renaming the folder from C:\TEST to C:\mame and tried again with fresh .ini.
And I deleted the igmo.cfg file before testing it again with these .inis.

I don't think the problem is with the .ini.

More than likely it's because I have an integrated graphics card, which despite being such isn't all that bad actually.

But maybe it's missing something that other recent cards have...?
