Laserdisc video is generally stable enough that a comb filter will function, so a notch filter would look considerably worse.
Composite encoding is a lossy process -- you are overlapping two signals into the same frequency range -- so a "perfect" decoder, even a theoretical one, doesn't exist. It's all about what techniques you decide to implement based on what compromises you decide to make.
And this is exactly why we want to store the un-decoded video... so those choices and compromises aren't baked into the saved data.
