Nope, the inserted R only happens if it's followed by a word starting with a vowel.
"I like that idea very much."
"Do you like my idea?"
"Should we use my idea [r] or yours?"
"Take the idea [r] and run with it."
The inserted R never happens at the end of a phrase. Same with inserted Y, it only happens to separate vowels.
