No, I think Rotwang understood correctly, while Bad A Billy did not. This has nothing to do with a lack of CPU performance. winbbs, somewhere in that catastrophe of machine translation, apparently wants to underclock (or even stop) the main CPU while leaving the sound CPU running, so that they can listen to music in some situations without the main CPU proceeding to issue a new music command.
