hmm, only 2 of 4 levels are playable (level 1 and last level).
on the author's page it's clearly visible, that game has 4 levels.
can it be ROM set or emulator related problem?

I played 3 levels. I think he said he'd rearranged the order.

hmm, strange...
it goes on the first level after completing the second (the final) level.

I have no idea why he changed the order of the levels, ask him.
The emulation is working perfectly.

Not sure what the confusion is, but he did the Paulene hack on the US romset, that's how it plays. The level order goes like this:
1: Barrel, Rivets
2: Barrel, Elevator, Rivets
3: Barrel, Conveyor, Elevator, Rivets
4: Barrel, Conveyor, Barrel, Elevator, Rivets
5-21: Barrel, Conveyor, Barrel, Elevator, Barrel, Rivets
22: Barrel-kill screen
