Download MameUI v0.186 from AntonPisa site (i use 32 bit version) and run it.
MameUI is in window, and if you maximize it the bug occurs.
I post a picture to explain better.

It's a old bug.
I tested some old versions, just run mameui.exe without ini files and booom, splitters messed up.
