I have a dell optiplex 760. I have attempted to install arcade vga 5000 using the included installation disc and have nothing but problems. This is what I am running into...
Fresh copy of Windows 7 64 bit
I have to install vnc to do anything on the pc once I put on the arcade vga 5000 card because it disables the motherboard display output and the arcade vga dvi output doesn’t put out a signal my monitor can use and the crt display coming out of the vga output is essvetially unusable because of the resolution. I open the ultimarc installation cd and open the top program (installing it for windows 7-64 bit). The amd catalyst program will end up freezing every time no matter what I do (I DID read the directions on the website that it says to run the uninstaller on custom and uninstall the video drivers already on the machine first). Tried this and it froze. Thought maybe because there was no other drivers that would be why it was freezing so I ran the installer. This also results in an error-this time I get the blue screen of death. I am so confused and at the verge of giving up. I have spent more than 40 hours trying to figure this out so I can run stepmania on my DDR machine. Any advice or even better, anyone near minneapolis, Minnesota who’d be willing to come to my place and help... the level of frustration I have with this thing is higher than anything I’ve ever dealt with before.

Have you completed all the windows updates for your copy of Windows 7?
Have you installed the chipset drivers for the motherboard? You might need to get these from DELL as they sometimes have proprietary versions.
Do you have the .NET framework(s) installed? I'm pretty sure that the Catalyst drivers require one of the versions of the framework to install.

Any way to figure out how to do this? I'm not super computer literate, and this is definitely the most complex (and frustrating (LOL) thing I've ever tried to do. Any way to get a step by step guide on how to do those things? I'm not sure how to know if I've properly updated, or how to update... also don't know anything about what a .NET framework

The first thing to do is to go to the DELL support site and enter your service tag code. It should be on a sticker on the PC somewhere...
If you don't have the service tag, you can get it by going to Start and typing cmd into the search box then launching cmd.exe
Then inside the command window, type this and hit enter...
wmic csproduct get vendor,name,identifyingnumber
This should display an "identifying number". That's the service tag.
Once you have the service tag, go to this page and put it in...

...this will take you to a page where you can find all the DELL software for your PC. I'm not sure exactly what you'll see but you want to look for something called "Intel Chipset Driver" or something similar under "Drivers & Downloads". Download the newest version and install it.
I would also make sure you have the latest BIOS update available but if you don't feel comfortable with that, skip it for now.
To do the windows updates and get .NET runtimes...
Click on the start button and type windows update into the search box then click on the windows update link in the results.
Click on "check for updates" and make sure that all the important/critical updates are installed.
You might need to come in here and check for updates, install updates, reboot, and check again until it comes up saying "no important updates available".
If you click on the "Optional Updates", you should see the .NET runtimes listed. You can select and install them from here.

Slizewskil, it's not you or your Dell. The level of frustration is unbelievable with this card. I've just wasted so many hours of my life with this card I've lost count. Has anyone been able to install this card with the current driver version on windows 7??? If you have you deserve a medal. Hey Andy, can you verify that this batch of cards and the drivers work for Windows 7?

Excitingly, your advice worked. However, now the problem is I cannot run the program I want to run (Stepmania). It’s giving me an error log. It seems that the computer is pulling the integrated graphics chipset instead of the arcade vga, despite the fact that I ran the install and it worked. I did download direct x as well. Unsure of how to proceed. I tried to get into the bios to change the settings to make it so the machine would ONLY use the arcadevga and not try to use the integrated video chip built into the motherboard but my bios is locked with a password, and I can’t get into system settings to change the password because I get this message

I'm pretty sure that you can disable the on-board graphics in the BIOS settings. However, if it's password protected, you might have a problem. I don't know what to tell you about that. Is there a jumper on the motherboard to clear the BIOS settings?
Another possible option is to try to disable it in Windows. Go into Windows Device Manager (click the Start button and search for it), under the Display Adapters icon, do you see two adapters or just one? If you see two, you can right-click on the integrated Intel adapter and select "Disable" to disable it.
It might also be a problem with having RealVNC installed. I've seen more than one person have issues with video drivers and VNC.

I will give these both a go - though I put VNC on the PC because I cannot get a picture to go out of the ArcadeVGA from the DVI port that's on the card to a regular pc monitor (which is frustrating, because it's sort of why I bought the ArcadeVGA in the first place, so that when I wanted to modify anything in the stepmania files, add songs, etc, I could do that on the regular monitor without having to have VNC installed) - I almost have to have VNC almost because I cannot read parts of the screen without changing the resolution to 800x600, which then causes my CRT screen to go black, and even when it's in the CRT 640x480 resolution I can't see whole parts of windows to be able to select continue, etc. I'll try to go in and disable the onboard chipset and then uninstall VNC and give it a go. I guess the one thing I'm wondering, in addition to my wierd error in stepmania, is why the DVI port won't work so I can see what's going on with my regular PC Monitor

The ONE thing that they do not say to do on the instructions on the website is to make sure you PC is updated. I am using Windows 7 and this was the most frustrating thing EVER that was easily avoidable by saying "make sure you have the latest updates, including the newest .NET framework." I don't think they're aware many of us are buying older used PCs, wiping the Operating systems to use as emulators for older arcade games, OR they're not aware that we are doing fresh installs of operating systems and then installing the drivers on a fresh OS. The ONE thing that allowed me to get past the blue screen of death during the installation of the drivers with the whole AMD Catalyst program (another gripe - they should emphasize that the arcade VGA will use this program, because it's confusing as HELL that a company that has NO relation to AMD has an AMD program pop up to install its drivers, and it will not use an actual arcade vga installer or anything) is downloading the chipset drivers for Intel from the DELL website for my PC model and ALSO updating windows with essentially EVERY FRICKIN UPDATE available (minus the language pack things) by going into control panel and checking for updates.
Of course, even after this, It still isn't working, as the DVI output on my card will not send a output to my pc monitor, and will only send signal to the CRT, which sort of defeats the purpose of the ArcadeVGA, as one of the reasons I bought it was to be able to have a regular PC monitor hooked up so that I could actually do things on the PC because the 640x480 resolution that shows up on the CRT is unusable for everything except emulation. I just bought an extra long HDMI cable and I'm going to see if the HDMI out on the card even works on my TV... if it doesn't, I'm starting to wonder if the card itself is faulty... keep checking my thread for updates on this continuing saga of insane frustration.

Are you extending the desktop in Windows something like this? Cloning isn't supported when using an arcade monitor and a PC monitor at the same time. Also, does your PC monitor support DVI-D (digital)? Using a DVI-VGA adapter won't work...

Operating systems require updates. It's a fact of life. Windows 7 came out almost 9 years ago. It's going to need updates.
When installing Windows 7 on a clean PC, you either need to get a copy of the installation media with service pack 1 (SP1) and the "Convenience Rollup" (aka SP2) slipstreamed in, or you need to install both of those updates immediately after installing the OS.
Then you should always install the motherboard chipset drivers, preferably downloaded from the PC (or motherboard) manufacturer if possible. If not, get the generic ones from the motherboard chipset manufacturer (usually Intel).
Finally, you should connect to windows update (multiple times if necessary) and install all "important" updates.
Now, as for the .NET framework... That is something that AMD requires for their driver package. Actually, I think it's only required for their custom control panel app. I assume that if you buy an AMD video card, it will come with a CD that includes the .NET framework installer and will detect and install it if you don't already have it installed. I think that Windows XP (SP3?) included one of the earlier versions of the .NET framework because Microsoft was pushing it REALLY hard at the time. In later versions of Windows, it became an optional install. Which, as you found out, you can find in the Windows Update "optional" section.
Andy really should add a warning on the ArcadeVGA install page that you need to install the .NET framework first just to avoid this problem.

I have dvi to dvi output from the arcade vga and i get no signal whatsoever. I don't even get an option in my display settings to "extend these displays" - the arcade vga doesn't even detect another monitor being plugged in. Wondering if I have a faulty card...

The intel chipset doesn't even show up in my Device manager... There's VNC and and then the arcade vga, which is giving me this weird thing... no idea/clue why

Gave up on ArcadeVGA and went with an Old Radeon Cart using CRT emu. Took a while to set up, but I got it working. Will sell my ArcadeVGA 5000 now

UPDATE: Gave up on the card and sold it. Used CRT EMU and a $15 ATI Radion 4650 and (after screwing around with it for a day) got it to work. Never again, Arcade VGA 5000. Luckily they are sold out online right now and I was able to resell it and only lost like $10.
