I'd just say something like this: "Look guys, I'm sure you mean no harm, but the wolf whistles are making my lady uncomfortable. You would not like your lady / daughter feeling uncomfortable like this. Please stop."
If they were decent guys (most are) then they might apologise and say "Sorry, we meant no harm. You just looked mighty fine walking past ....".
But if they didn't stop, how far do you want to take it ? If they got nasty or gave attitude with the above request, you could see their foreman. And if he didn't take it seriously, you could see his boss, and up it goes. Soon someone would clamp down on it.
I mean even from a safety perspective, construction workers should be keeping an eye on their work / what others are doing, not wasting time watching people walk by.
