The problem is you're applying logic to an illogical process.

In a society where we should be trying to not care about race and ethnicity, we sure spend a lot of time dwelling on it. It's even illegal to discriminate based on race or ethnicity, so why are we even asking these questions when the answer shouldn't matter.

The terminology and choices vary from part to part even within the same form because those parts of the form are to address agenda requirements... they aren't based on objective measurable criteria. They ask your age only once. They inquire in multiple ways about your ethnic background because its subjective, and SOMEBODY cares, =even though they aren't supposed to care.

Why not what your nationality is... born in the US... your a US citizen.

Someone wants ethnic information, where your ancestry is from. Why don't they ask about italian, or german... because they don't care about those ethnicities... they are looking for something else specifically.

Are you hispanic or latino.... this question is to obtain a measurement to address an agenda that was raised... necessitating the question.

The next question on race omits hispanic because the race question is addressing a different agenda, of which differentiating hispanic is not a part of that concern.

Imagine being from Brazil... your not hispanic... which implies of Spaniard ancestry, but you are latino... which implies of Latin American ancestry... Spaniard and/or Portuguese... who cares? Why are they splitting those hairs? Why don't they then just ask "Do you have ancestry of Spanish origin?" Because the real answer they are looking for is based on a specific agenda behind the question. What's the agenda? I don't know... but then why ask a question the answer to which no one is supposed to care... and it's actually illegal to care.
