Microwaves excite water molecules, which causes them to heat up. The ice on the surface of the patty melts off on to the plate, but the ice inside the patty is still not melted yet, so the plate gets hot while the food is cold. Also microwaves have "hot spots" where some parts of the oven get hotter than others. This is why rotating plates are a good thing. Here's a good way to find the hot spots in your microwave. The patty might not be in the optimal spot in your oven for cooking. Once you find the hot spots in your microwave, you can do cool things like make plasma balls of fire:
