Haven't looked at the code to see what's going on ....

hints at a similar problem and YouTube-DL seemed to select best based on bitrate over resolution:

The reason that the bitrate on the 720p was very slightly higher, therefore it seemed better quality for youtube-dl. Therefore I propose and use this:
-f ("bestvideo[width>=1920]"/bestvideo)+bestaudio/best
