It ended up being just the GX mode enabled in my Sound card software messed up the sound. I just turned it off and the problem never happened again.

What I mean is for CPS1-2 games does FBA run better?
For Neo-Geo games does Kawaks run better?
For Sega-Naomi games etc etc

Old machine was Intel E6600 2.4 ghz I think? It was very old. This one might run mame bad, but it runs SF4 and newer games better.

Maybe that's it, because on the Ps2 emulator it ran better under DX9 at 32 bit than DX10 hardware based on 64 bit.
