Always good to see rare Capcom titles preserved although I think that we will never be able to obtain every Street Fighter 2 bootleg, hack, variant and version 
Which chip needs decapping on Whoopee?
The surface-mount one next to the YM3812?

Yes, that's the MCU that drives the sound hardware and provides protection.
