Inexpensive PC setup to run Cruis'n USA

A while back I saved a gutted Sit Down Cruis'n USA Arcade from the scrapheap. It now has a 26 Samsung LCD and a Logitech Driving Force GT Gaming Wheel inside. It's currently running Project 64 and the N64 version of Cruis'n USA on a Sony Vaio laptop on Windows XP. I'm using Project 64 because it runs smoothly on the laptop and works with the sequential shifter. Running MAME Cruis'n USA on the machine ran the game at 60% skipping 10/1 frames.
As I'm not in love with this solution, I'm going to give running MAME Cruis'n USA and getting a friend to hack MAME to work with the sequential shifter one more shot. Do you guys have any tips on what kind of pc I should look for? Is putting one together a good (inexpensive) idea? Should I look for a common used machine?

My PC, which is a Core2Duo at 1.8GHz runs it just above halfspeed, about 60%. I'm no expert but I can guess a 3~GHz would be a lot better. Get a 64-bit OS and the 64-bit version of MAME for best results.

Intel E8500 Core2Duo on an x64 OS with x64MAME and plenty of RAM will run at 100%.

I'm inclined to agree, but you can buy a CPU from the LGA 1155 line and it will run you just as much money as an E8500 CPU.
If it were me I would shell out an extra bill and get the latest tech or 1 generation behind if building new.

E6550@2.33 / 2GB RAM / win7-64bit pulls about 80% without frameskip. Completely playable though.

You can easily get a 50% O/C on that to 3.2 without raising temps too much.

I had it running at ~3 for about a year, can't recall when or why I backed it to stock. Probably just been too busy to play with it.

Never use frameskipping on 3d games, it will run slower.
Try turning frameskip off and you might get 80% speed.

Wrong. It does makes the game play faster (as it doesn't have to render as many frames) but just makes the video more choppy.

there is no "Wrong" here.... some game actually run faster turning frameskip off.
a good exemple is the Cave SH3 games or Salamander 2.

Salamander 2 is still in MAME however
