Which Rom of SF2 CE is this? Help

i have almost all ROMS for Street Fighter 2 Champion edition which are publically available for download anywhere But i can find this rom

its really similar to KORYU HACK but i have noticed really in detailed that its not KORYU or RAINBOW hack its different rom
anyone know about it/?
