Strange observation...

I noticed when playing some more demanding games, the game performance isn't always the same. Like when I play MK4 or Gauntlet Legends, sometimes I'll launch the game & it plays 100% speed no problem. Then I can exit out of the game, and then literally wait a few seconds & run it again & it will keep jumping between 76-84% speed. Even though all I did was exit out and go back in without making any changes. I'd think it was just to demanding, but I don't get why the speeds can jump around so much when I didn't do anything.

Before I recently bought a newer computer, if a pc game, or games from other emulators were to demanding, the speed would always suffer the same way. I didn't see performance jump all over the place like with what's happening here. I just find it frustrating because I have to exit and re-launch the games a few times until it finally decides to play at 100% speed. And when it does, it will stay 100% all the way through.

My specs are:

Intel Core i7 6700 3.4 GHz
GeForce GTX 750 2GB
16GB DDR4 RAM
Windows 10 64 bit OS

I would be looking at what Windows might be doing in the background. It's been that way since Vista and I doubt they've changed anything like that ever since.

Well there isn't anything going on in the background. My CPU usage is at 0.1% and the RAM is at 24% usage before I run the games. That part stays consistent. CPU usage only goes up to about 24% when running the games.

A good place to start would be to graph what is going on use the built in performance monitor. CPU and disk usage would be a good place to start. You can end up with very low CPU but something is smashing the disk and everything seems jittery. This was how I figured out why vista ran like crap (prefetcher and indexer). In win7 they fixed it.

You can set performance monitor to monitor over long periods and then open the file back up and look at the whole time to see what is going on. I used to use it to help find if an application had a slow motion memory leak. But it should show you if something odd is going on. If you are using vista and up resource monitor is a good thing to take a look at as well.

I'll see what I can find out. I also wanted to ask, what would people say are the minimum requirements for running MK4 & Gauntlet Legends at a constant 100% speed? I want to make sure that I at least meet those

I've noticed similar on some machines without adequate cooling.

Modern CPUs ramp up and down the clock quite frequently, but from what I can see, seem less likely to ramp things up if the CPU is already past a certain temperature threshold.

That may well be the issue. But, there is also a setting in the Control Panel called Power Options. If you haven't configured that, the default, (I think) is Balanced. That will throttle your CPU down as well. You can set it to Performance or change the CPU throttling manually in the advanced settings. I've seen this misconfigured many times on Database Servers and all the IT people always seem baffled when I tell them to change it.. but, it has a pretty dramatic affect on performance.

If you have a quality Motherboard look into One click Overclock or an automatic type of setting in the BIOS that makes adjustments depending upon how much CPU power is demanded in a given instance.

This is of course assuming you haven't applied manual OC settings on your own.

25% is to be expected on a quad core if one core is being maxed out and nothing else.

further suggests the clock speed has been stepped down IMHO

A good way to see it is to use windows built in perf monitor. You can graph the cpu speed for each of the cores. You can do it over a 1 min snapshot or into a file and graph it for hours on end.

I was curious if anyone had any suggested hlsl settings for MK4? Or BGFX? I'm trying to find a filter that will help smooth out the pixelated graphics
