No it's not and no it wouldn't.
S-video is not terrible but it's inferior to component video. You must be thinking of composite video. I can't imagine why someone would want s-video when they can have component.
His video card has no analog TV-out, so the only way he can do what he wants is VGA/DVI/HDMI -> component via some kind of external converter.
This cannot be done with a passive cable (like those retarded cables on Amazon), there must be an active circuit between the video card and the television that converts the signal from the video card to component video.
VGA to SCART on the other hand is pretty straight forward and can be done with a cable and no additional electronics - as long as your video card can be brought down to 15Khz through software. I've done it myself using Powerstrip and an old Radeon 7000 PCI card (photo). When you do it that way there's no conversion taking place, it's 1:1. A television with SCART input is basically an arcade monitor with a TV tuner.
