I don't have time to sort the ins and outs of what you bought to the TV model, but I can say you get the similar results on the screen when sending the wrong resolution to an arcade monitor (High->Low...VGA->CGA)
Also, instead of focusing on the refresh rate and color depth, try lowing the screen resolution from whatever you have it at to 800x600 or 1024x768. most TVs should be able to handle those resolutions.
